i believe it was in the final casino heist (the big con) when exiting and changed outfit to noose and escape.. but i believe he done it with the glitch anyway i would not recommended doing the glitch to which will get you into trouble.
Gets really annoying when i go through the entire process of doing a glitch and it only works on xb/ps...Walk around the hallway till you get to the other side and the doors should be unblocked, then just follow the original guide from hereWalk away from the body and and around the corner, there's another guard, leave him be if you can, go through the first door on your right and, you'll be in a room, there two outfits in that room, and the other two outfits are in an adjacent room (you don't need to leave the first room)5 go to show aircraft helmet and turn that on for 10 seconds.

Costs 25K every time and you need to have done all approaches at least once. He finished the heist wearing the NOOSE gear and the answer is! All of them are approach specific and to unlock the specified outfit you need to exit the casino and finish the heist in it, not just wear it on the way there.
